Europe faces a shortfall of up to 9.6 million homes, with many countries missing targets by hundreds of thousands each year. For instance, Germany is projected to complete only 175,000 homes in 2026, far below its 400,000 target — a gap of 225,000 units annually. Meanwhile, house prices have surged 266% since 2000, compared to a 97% fall in the price of televisions over the same period.
Yet the construction industry, already struggling to meet demand, has lagged behind other industries in adopting technology to meet this challenge. The industry spends on average less than 1 percent of revenues on research and development (compared to 4.5% in the automotive sector - source: McKinsey). This results in the sector continuing to utilise outdated processes that rely heavily on manual labour which is becoming increasingly scarce. Europe alone is short of an estimated 4.2 million construction workers (source: Cedefop), a problem which is forecast to become even more acute as millions of skilled workers retire in the coming years.

All3 was founded by serial entrepreneurs Rodion Shishkov and Slava Bocharov in 2023, who have a proven track record for scaling businesses from the ground up and exiting successfully. Most notably, both founders started Samokat, which was the largest food delivery platform in Russia, and within five years sold the business for $1.5 billion.

The company has received $30 million in funding from the founder team to date. It has already started designing its first build, with construction set to begin in H2 2025 in Europe.
